Romans 10 Verse 10

10 For with the heart one believes and is justified, and with the mouth one confesses and is saved.[1]

In verse 9, we see that Paul tells us that those who believe, will also confess with their mouth that Jesus is Lord. We see a reversal of the verbs, confess and believe, to believe and confess showing they both belong together for justification and salvation. We as professing Christians must confess with our mouths and believe with our hearts that He is truly Lord over all things. This is the most essential and basic level of Christianity. This is the beginning of our conversion, the change from the carnal to Christ.  Confess and believe.
